ADETEF is the international technical cooperation consultant and operator for the Economy and Budget ministries. It is the focal point for cooperation initiatives undertaken by these departments that, altogether, have a staff level of 160,000 persons in different fields and jurisdictions (budget, tax, customs, economic policy, management of State capital investments, audit and control). ADETEF’s executive council includes the Ministry of Foreign and European Affairs and the Ministry of Ecology and Sustainable Development along with the Agence française de développement (AFD - French Development Agency) and the Caisse des dépôts et consignations (Deposit and Consignment Office, in charge of French government sovereign funds).
ADETEF’s added value is based on:
- The professionalism of the experts that it calls upon: on-the-job civil servants, specialists in the issues addressed, experienced in international cooperation.
- The progress on reform process now taking place in the government of France led by the economy and finance ministries : adoption of a new “finance constitution,” French general review of public policies (Révision Générale des Politiques Publiques - RGPP), systematisation of audit streamlining.
The extent of its expertise is also reflected in the 130 institutional twinnings and the about 40 large-scale contracts that Adetef has managed and in its level of multilateral funding inputs in the ASEAN zone, led by Cambodia.
ADETEF has had an office in Vietnam since 1993, through which it is very active in the area of institutional cooperation with a focus on governance, notably with the Ministry of Finance and the Ministry of Planning and Investment. In recent years, the Hanoi office has become the focal point for ADETEF’s regional cooperation for countries of the Mekong zone. It is a vibrant structure due to its local NGO status, its position as part of the French cooperation mechanism (wherein it works in close partnership with various departments of the French Embassy and AFD) and the relationship of trust that it has established with the administrations of the countries involved.
ADETEF is also a co-organiser of the Forum économique et financier franco-vietnamien (France-Vietnam Economic and Financial Forum), the purpose of which is to bring the position of the two countries closer together on major economic and social issues and to formulate public policy recommendations for the Vietnamese authorities.
In order to coach how official development assistance is implemented in the field of governance and in response to the specific commitment made by officials in the beneficiary countries, ADETEF is promoting ways of developing synergies with other development stakeholders, in particular multilateral institutions and cooperation agencies of other countries. A strong relationship between ADETEF and such entities as the Technical Cooperation Department of the Singapore Ministry of Foreign Affairs provides the basis for holding annual top-level skills development seminars for officials working in the economy and finance administrations of Mekong zone countries.
